They sould be arrested and get the information of their network. They could be blockaded for weeks and starved them to surrender. They might commit suicide instead of getting caught. But it will be their choice. No one is killing them. I think these people should not be killed by police bullet. Because more I read about these people in The New York times , I feel these people think they win when someone kill them them. Starved to surrender or let them go to hell by suicide.
