DC is district collectorate, not a "zila prosasok"what the peoples of bangladesh using for. And DC has no right to commemt about a person by using a medical terminology. A person is sick/not sick mentally or physically, to be investigated by a committee, headed by Civil surgeon or a committee according to his jurisdiction(Civil Surgeon).DC has got a big mistake and he/she should be suspended according to law. I asked the doctors to stay in position and make a pitition to Health minister or even Prime minister.
